The special advisor to the Presidency of the Republic, Celso Amorim, criticized, this Wednesday (12), the stance of the United States government in relations with Brazil and stated that the classification of Primeiro Comando da Capital (PCC) and Comando Vermelho (CV) as terrorist organizations needs to be analyzed within a broader context of political and economic pressure on the country.
“This technical treatment between the USA and Brazil is absurd,” said Amorim during a hearing at the Foreign Relations and National Defense Committee of the Chamber of Deputies. The statement was made when addressing the sequence of measures adopted by Donald Trump’s government and the impacts on Brazilian sovereignty, especially on the approval — diplomatic authorization to act — of the person appointed to the position of ambassador by the Trump government.
According to Amorim, Brazil does not relativize the seriousness of organized crime and maintains a firm stance against criminal factions. He highlighted, however, that public security must be addressed within the framework of the Constitution and the Democratic Rule of Law.
In the advisor’s assessment, the US decision to unilaterally classify the PCC and the Red Command as terrorist organizations cannot be dissociated from the set of recent initiatives by Washington against Brazil. Among them, he cited the increase in tariffs on Brazilian products, the investigation opened based on Section 301 of US commercial legislation, criticism of Pix and the regulation of digital platforms, and attacks on the Federal Supreme Court.
Amorim also criticized the way the Trump administration conducted part of the trade negotiations. He recalled that, after the initial imposition of a 10% tariff in 2025, the United States raised the rate to 50% through a letter published on Trump’s social networks, without prior negotiation with the Brazilian government.
“This diplomatic procedure was strange, a public communication, without any prior negotiation and without any support in multilateral trade rules enshrined in the World Trade Organization,” he stated.
