Meeting will mark Chinese leader Xi Jinping’s visit to Narendra Modi after 7 years
The president Luiz Inácio Lula da Silva (PT) will miss the 18th BRICS summit, scheduled for September 12th and 13th, in New Delhi, India. The PT member will be represented by Chancellor Mauro Vieira at the meeting that will bring together the Indian Prime Minister Narendra Modi (BJP) and presidents Xi Jinping (CCP), of China, and Vladimir Putin (United Russia), Russia.
The meeting will be 22 days before the first round of elections, which makes it difficult for Lula to travel to the country. In this way, Mauro Vieira will lead the Brazilian delegation, as was done at the 2024 summit, in Kazan, Russia.
The event marks Xi Jinping’s 1st visit to India in 7 years. The presence of the Chinese leader signals a rapprochement between the countries that began in 2025, when Indian Prime Minister Narendra Modi traveled to Tianjin.
It is an indication that the 2 most populous countries in the world are willing to overcome border disputes to build a more friendly relationship.
China and India have had a rivalry since the 1960s, with several areas of the long border – around 3,800 km – being zones of tension, with their fragile demarcations and strong military presence. This is the case in the Tibet region, for example.
The summit in India also marks the resumption of Putin’s participation, who did not attend the 2025 summit in Brazil because he has an arrest warrant issued against him by the ICC (International Criminal Court) for war crimes against Ukraine. The country is a signatory to the statute that created the Court and would be obliged to fulfill the mandate. India, on the other hand, does not participate in the court.
The group’s last meeting was held in Rio de Janeiro, on July 6 and 7, 2025. At the time, Xi Jinping and Vladimir Putin did not attend the summit organized by Lula.
