The President of Russia, Vladimir Putin, stated this Monday (September 4, 2023) that the country is open to “negotiations” on the agreement for grain exports through the Black Sea. The statement was made during a meeting with the President of Turkey, Recep Tayyip Erdogan, held in the Russian city of Sochi.
“We have to talk about how to guarantee security in the region. Of course, we will not ignore issues related to the Ukrainian crisis. I know you intend to raise questions about the grain deal. We are open to negotiations on this issue”Putin said in his opening speech.
Erdogan also spoke about the issue. He stated that “the world is watching” in the grain agreement.
“What will happen? What will be the result? Everyone has an expectation. I believe that after our meeting and during our press conference, we will give the world the necessary message, especially for developing African countries. A step in this direction will be of great importance.”these.
Turkey, together with the UN (United Nations), was one of the mediators of the grain export agreement signed on July 22, 2022.
The measure was extended 3 times: in November last year, in March and in May this year. It aims to avoid a global food crisis, as the agreement allowed the reopening of Ukrainian ports occupied by the Russian army in the south, freeing up the flow of tons of grain from Ukraine.
The blockade put in place at the beginning of the war caused food prices to rise around the world, increasing global shortages and compromising food security.
However, Russia left the negotiation on July 17, alleging non-compliance with conditions. According to Kremlin spokesman Dmitry Peskov, the demands must be met for the country to return to the agreement.
One of Putin’s government demands is that Russian exports of food and fertilizers be facilitated. Russia is facing problems shipping its products because of sanctions applied by Western countries in response to the war in Ukraine.
