The interim president of Venezuela, Delcy Rodríguez, announced, on Tuesday night (28), her request to the Supreme Court of Justice (TSJ) for the establishment of a special jurisdiction to deal with civil issues related to property, identity and inheritance processes.
This decision comes in the context of providing assistance to victims of the double earthquake of June 24, offering government support to help families rebuild their homes.
The new proposal aims to provide financial support to affected families to purchase homes on the secondary market, with part of the financing covered by the Venezuela Renace Fund. “Banks, both public and private, are ready to offer loans for the purchase of property”, emphasized the president, guaranteeing that this measure will give a real opportunity to obtain a new home.
“Those who lost ownership of their apartments will have their land divided into equal parts, according to their participation in the horizontal property. They maintain ownership of the divided parts of the land”, was one of the important clarifications made by Rodríguez regarding the property and those who wish to rebuild.
To implement this measure, the fund would subsidize 80% of the cost of properties up to US$70,000 and 50% for those costing between US$70,000 and US$100,000. In both cases, the individual would have the option of obtaining a loan to be repaid over 25 years for the remaining percentage, depending on the option chosen.
The measure represents an unprecedented proposal for the Venezuelan population affected by the double earthquake, which, in the most affected areas, caused extensive material damage, the recovery of which would be much more difficult under other circumstances. “We will be very attentive and vigilant regarding prices in the real estate market. In this situation, there is absolutely no room for speculation”, warned the interim president, appealing to people’s awareness in this type of transaction.
More than a month after the two earthquakes, Venezuelan authorities inspected some 32,485 homes, resulting in 18,139 inspections classified as green, 7,099 as yellow and 7,147 as red. Of these, 17,832 occurred in Caracas, 12,552 in La Guaira and 4,878 in Miranda.
Recovery in the Bolivarian nation is a complex task due to the magnitude of the damage caused on June 24, which left at least 5,546 dead, 16,740 injured and almost 18,000 homeless. This new measure, at the president’s request, represents another step in the recovery efforts and support provided to the population, demonstrating the government’s commitment in the face of one of the hardest blows the country has suffered in recent years.
