After the rapprochement between President Luiz Inácio Lula da Silva (PT) and the President of the Senate, Davi Alcolumbre (União Brasil-AP), the project that foresees the end of the 6×1 scale has progressed in its processing.
The rapporteur of the proposal, senator Omar Aziz (PSD-AM), confirmed to the Brazil in fact which will make few changes to the text approved by the Chamber of Deputies. According to the senator, any changes will be specific and should not interfere with the merit of the proposal. With this, voting can be accelerated.
Political scientist Paulo Niccoli Ramirez, professor at the Fundação Escola de Sociologia e Política (FESPSP) and columnist for BdF connection, and Radio Brasil de Fatohighlights the change in Alcolumbre’s stance, which, until recently, signaled that he would leave this discussion until next year. For him, the calculation was political.
“The end of the 6×1 scale does not just benefit Lula, but everyone who supports him for legislative positions. We have been discussing since last year that it was a weapon that Lula had in the face of a hegemonic Congress. It is not about opportunism, especially because opportunism is what Congress has done in recent years”, he states, reinforcing that the project is a collective construction of left-wing parties with popular approval.
Congressional elections
Niccoli highlights that this year’s elections will renew a large part of Congress and that this is of great importance, however, the choice of parliamentarians is often underestimated. He points out that there is an “origin problem”, which overlaps the presidential campaign with the legislative one. And the proof of this is that the majority of the electorate ends up forgetting who they voted for.
According to political scientist Paulo Niccoli Ramirez, this strategy of obfuscating legislative campaigns means that “mediocre politicians are elected and pursue their private interests” when they reach Congress. For him, separating the campaigns would generate “greater population engagement and ideological awareness”. “The president alone doesn’t do anything”, he summarizes.
“It has no other function than to overshadow the campaign for the legislature, benefiting the center and right-wing parties. The politicians themselves do everything they can to hide themselves in these campaigns. It is a true failure. In other countries this does not happen”, he argues.
The expectation is that there will be a high rate of re-election, as more than 80% of deputies will seek another term.
