Foreign Minister Mauro Vieira said on Tuesday that the United States granted only “some” of the visas requested for the Brazilian delegation that will participate in the UN General Assembly in New York next week.
The statement occurs after manifestations of strangeness of Itamaraty itself and the UN in the face of the delay in release the documents.
The assembly takes place between September 22 and 26 and will have President Luiz Inacio Lula da Silva at the opening, on the 23rd, historical tradition of Brazilian diplomacy.
Although Lula’s visa is guaranteed, there are still ministers and authorities without authorization to enter US territory. The most notorious case is that of the Minister of Health, Alexandre Padilha, who requested renewal in August and follows unanswered.
Finance Minister Fernando Haddad also had to request a new visa after the previous one wins. According to Itamaraty, the Washington signage is that pending orders are “in processing.”
UN Secretary-General spokesman Stéphane Dujaric has “worrying” the US delay in releasing visas.
As a host country of the organization, the United States is legally required by the headquarters agreement signed in 1947, to ensure the access of representatives of all Member States.
Brazilian diplomats remember that, in theory, a negative would constitute a violation of this agreement, an unprecedented situation even during the Cold War, when leaders like Fidel Castro spoke in New York amid global tensions.
Given the risk of embarrassment, the Brazilian delegation was reduced, with cutting and guest positions. Still, members of Itamaraty assess that Brazil can resort to arbitral instances in the UN if any visally seen is denied.
The episode is part of the deterioration of bilateral relations, after the United States threatened Brazilian democracy because of Jair Bolsonaro’s condemnation to 27 years in prison by the Supreme Court (STF).
The Secretary of State, Marco Rubio, has already stated that the US will adopt “new measures” against Brazil.
Donald Trump, in turn, conditions the suspension of 50% rates against Brazilian products when filing the case against the former president. In addition, Washington revoked visas from STF and Justice Minister Ricardo Lewandowski.
President Lula will travel over the weekend and remain in New York until the 25th.
In addition to the opening speech of the General Assembly, it will participate in events about democracy, climate change and the creation of the Palestinian State. If pending visas are not released, ministers as a paddle may be replaced by secretaries or simply not integrating the entourage.
