The proposal of Russian President Vladimir Putin of a direct meeting with representatives from Ukraine to negotiate the ceasefire was accepted by Volodimir Zelenski. The meeting is expected to take place on Thursday (15) in Istanbul, Turkey. But the meeting may not happen, as European leaders has conditioned the dialogue to a 30 -day truce.

Putin’s offer “without any previous conditions” happened shortly after the four days dedicated to the 80th anniversary of the Soviet Union victory in the Great Patriotic War.

According to the deputy director of the Russian Ministry of Foreign Ministry, Oleg Karpovich, the offer offered the narrative of Kiev and its NATO (North Atlantic Treaty Organization) that Russians need to dialogue and make it difficult for an agreement. He explains that, in fact, what the Russians ask is a true engagement of the Ukrainians who take into account the current stage of war, that is, the advanced posts of troops in the territory.

According to him, President Donald Trump’s involvement in the matter has accelerated this process, because, unlike Joe Biden, the current government suspended military help. The American has also demonstrated some support for Moscow’s claims and are keeping an eye on mineral exploration in Ukraine.

On Monday (12), Kremlin spokesman Dmitry Peskov said Putin’s approach found support from several world leaders and stressed that Russia wants to seriously seek a peaceful solution. He also said that Trump asked Ukrainians to accept to sit at the negotiating table.

About conditioning dialogue to a truce, with threats of new sanctions for France, Germany and the United Kingdom, Peskov said such ultimatum was unacceptable.

Valdai Discussion Club (Russian Political Discussion Forum), Andrey Koriorv, indicates that the threat tone adopted by European leaders is not interesting because there is no guarantee that an Armistice during negotiations is fulfilled by Ukraine. The situation can be used for the attempt to recover the territories.

For journalists at the White House, Trump said he could travel to Istanbul if he see that an agreement can be closed. Kremlin did not confirm Putin’s trip to Türkiye. The Russian President has restrictions on travel – not in this case – due to a conviction of the International Criminal Court (ICC) and hardly goes to the signatory countries of the Rome Statute, which recognizes the jurisdiction of the court. Despite being part of NATO, Turkey is not a member of the ICC-which makes it a more neutral place to negotiate, as has happened in other stages of the war.
