The government of President Luiz Inacio Lula da Silva leads a working group in the United Nations (UN) responsible for articulating, with the international community, the creation and formal recognition of the State of Palestine.

The initiative was proposed by France and Saudi Arabia, who plan to hold an international conference in July to declare Palestinian sovereignty and enable their entry into the UN. The Brazilian leadership was reported by UOL.

According to the investigation, Brazil divides the presidency of the group with Senegal, but was the mission of coordinating one of the central nuclei: the promotion of respect for international law as the basis for the implementation of the two state solution.

The movement occurs in response to the climb of destruction in the Gaza Strip and the advance of illegal settlements in the occupied territories.

For the articulators, the process aims to prevent the feasibility of a Palestinian state from being completely annulled by the military offensive of Israel and the obstructive diplomacy of the United States government.

Historical Counterpoint: From Oswaldo Aranha to Leadership by Palestine

In 1947, Brazilian diplomat Oswaldo Aranha was a central figure in the approval of UN Resolution 181, which established the sharing of Palestine and launched the foundations for the creation of the State of Israel.

Today, more than seven decades later, Brazil returns to the center of international diplomacy, but in reverse position: ahead of the articulation so that Palestine is recognized as a sovereign and independent state.

According to Jamil Chad, the scheduled conference in July is expected to mark a collective effort from Arab, European and Latin American countries to diplomatic and morally isolate the resistance of Washington and Tel Aviv.

More than 140 countries already recognize Palestine, including Brazil. However, the United States veto to the Security Council prevents its formal entry as a full member of the UN.

Group will seek to apply international law and press UN

In a document directed to Member States, Ambassador Sérgio Danese stated that the working group intends to identify concrete actions that countries can adopt to ensure the solution of two states and compliance with UN resolutions.

“International law should serve as a shield to protect civilians and humanitarian workers, while advising us to carry out the inalienable rights of the Palestinian people,” Danese told Jamil Chad.

Itamaraty has already sent consultations to governments around the world and expects to receive answers until May 22. Based on these contributions, Brazil and Senegal will prepare the first version of the final document, which should be presented on May 29th.

A new round of negotiations is expected to take place on June 5 in New York. The definitive text will be delivered to the conference co-presidents-France and Saudi Arabia-until June 10th.

Initiative confronts isolation from Israel and the USA

The group led by Brazil acts at a time of growing delegitimation of Israeli politics in multilateral forums. Amid devastation in Gaza, intensifying civil attacks and the expansion of illegal settlements, the Brazilian proposal presents itself as a counterpoint to the paralysis of the Security Council and the impunity supported by Washington.

The goal of the articulators is clear: to consolidate the legal basis for the creation of the state of Palestine, to guarantee mechanisms of liability for human rights violations and to reaffirm, before the international community, the principle that there will be no lasting peace without the end of occupation and the recognition of Palestinian sovereignty.
