
Beijing says signing of memorandum of understanding sent a positive message to the international community
Chinese Foreign Ministry spokesman Guo Jiakun asked this Wednesday (June 24, 2026) that Iran and the United States comply with the memorandum of understanding that suspends military operations in the Middle East and honor their commitment to sign a definitive peace agreement within 60 days.
According to the spokesperson, the progress of the peace talks was very significant and the signing of the document last week sent a positive message to the international community.
“The signing of the memorandum of understanding between the US and Iran, which commits to respect each other’s sovereignty and territorial integrity, refrain from any military action, and avoid interference in each other’s internal affairs, sends a positive signal to the outside world and should be jointly maintained and implemented.”Guo told reporters.
The spokesperson said that China is willing to provide assistance in the final resolution of the conflict and “play a constructive role in the stability of the Middle East”. Shortly after signing the memorandum, Beijing said it would send humanitarian aid to Iran and Lebanon.
STATUS OF NEGOTIATIONS
The US and Iran concluded on Monday (June 22) the 1st round of negotiations between US and Iranian authorities to implement the memorandum of understanding. The meeting, which was attended by US Vice President JD Vance, Iranian Foreign Minister Abbas Araghchi and mediators from Qatar and Pakistan, took place in Switzerland.
Pakistan and Qatar reported that the Americans and Iranians reached 2 central understandings:
- The first was the creation of a mechanism to end the fighting between Israel, a US ally, and Hezbollah, aligned with Iran, in Lebanon.
- The 2nd was the opening of a communication channel to guarantee the safe passage of commercial ships through the Strait of Hormuz, an essential route for the global supply of oil and liquefied natural gas.
On Tuesday (June 23), technical negotiations were concluded between the parties, which resulted in the creation of 4 working groups for the main topics of the definitive agreement. Here are the 4 axes:
- termination of sanctions — discussion on the removal of restrictions imposed on Iran;
- nuclear matters — negotiation over the Iranian nuclear program;
- reconstruction and economic development — measures aimed at resuming economic activity;
- monitoring and implementation — monitoring compliance with the memorandum.
THE 14 POINTS OF THE MEMORANDUM
Read below the terms of the document in full, released by the Iranian semi-state agency Tasnim:
Islamabad Memorandum of Understanding between the Islamic Republic of Iran and the United States of America
The Islamic Republic of Iran and the United States of America jointly agreed, in good faith, on June 18, to the following:
1 — The Islamic Republic of Iran and the United States of America and its allies in the current war sign this Memorandum of Understanding to declare the immediate and permanent cessation of military operations on all fronts, including in Lebanon, and undertake, henceforth, not to initiate any war or military operation against each other, to refrain from the threat or use of force against each other, and to guarantee the territorial integrity and sovereignty of Lebanon. The final agreement will confirm the permanent end of the war on all fronts, including in Lebanon, and the other provisions of this paragraph.
2 — The Islamic Republic of Iran and the United States of America undertake to respect each other’s sovereignty and territorial integrity and to refrain from interfering in each other’s internal affairs.
3 — The Islamic Republic of Iran and the United States of America undertake to negotiate and reach a final agreement within a maximum of 60 days, a period that can be extended by mutual consent.
4 — Immediately upon signing this Memorandum of Understanding, the United States of America will begin the removal of the naval blockade and any disruptions or impediments against the Islamic Republic of Iran, and will completely end the naval blockade within 30 days. During this period, vessel traffic will be proportional to the volume of pre-war traffic being restored by the Islamic Republic of Iran. The United States of America further undertakes to withdraw its forces from the vicinity of the Islamic Republic of Iran within 30 days after the signing of the final agreement.
5 — After signing this Memorandum of Understanding, the Islamic Republic of Iran will make every effort to ensure the safe and free passage of commercial vessels, for a period of 60 days, from the Persian Gulf to the Sea of Oman and vice versa. Commercial vessel traffic will begin immediately and, considering the need to remove technical and military obstacles, demining by the Islamic Republic of Iran will begin within 30 days. The Islamic Republic of Iran will engage in dialogue with the Sultanate of Oman to define future administration and maritime services in the Strait of Hormuz, together with other coastal States of the Persian Gulf, in accordance with applicable international law and the sovereign rights of the coastal States of the Strait of Hormuz.
6 — The United States of America commits, together with regional partners, to develop a definitive and mutually agreed plan, with a minimum budget of US$300 billion, for the reconstruction and economic development of the Islamic Republic of Iran. The mechanism for implementing this plan will be finalized as part of a definitive agreement within 60 days. All licenses, exemptions and permissions necessary for the relevant financial transactions will be granted by the United States of America.
7 — The United States of America undertakes to lift all types of sanctions against the Islamic Republic of Iran, including United Nations Security Council resolutions, IAEA Board of Governors resolutions, and all U.S. unilateral sanctions, primary and secondary, on a pre-agreed schedule as part of the final agreement. The Islamic Republic of Iran and the United States of America recognize the crucial importance of the issue of lifting sanctions mentioned above and have expressed their intention to immediately address these issues in negotiations in order to reach a mutual agreement on them.
8 — The Islamic Republic of Iran reaffirms that it will not acquire or develop nuclear weapons. The Islamic Republic of Iran and the United States of America have agreed to resolve the issue of disposal of stockpiled enriched material through a mechanism that will be mutually agreed, in accordance with the schedule mentioned in paragraph seven, with the minimum on-site dilution methodology under the supervision of the IAEA. The two sides also agreed to discuss the issue of enrichment and other mutually agreed matters related to the nuclear needs of the Islamic Republic of Iran, based on a satisfactory framework to be agreed in the final agreement. The final agreement will confirm the provisions of this paragraph. The Islamic Republic of Iran and the United States of America recognize the critical importance of the aforementioned nuclear issues. They express their intention to immediately address these issues in negotiations in order to reach a mutual agreement on them.
9 — In the absence of a final agreement, the Islamic Republic of Iran and the United States of America agree to maintain the status quo. The Islamic Republic of Iran will maintain the current status quo of its nuclear program, and the United States of America will not impose new sanctions or send additional troops to the region.
10 — The United States of America undertakes that, immediately upon signing this Memorandum of Understanding and until the sanctions are lifted, the US Treasury Department will issue exemptions for the export of Iranian crude oil, petroleum products and derivatives, and all associated services, including banking, insurance, transportation, etc.
11 — The United States of America undertakes to make the frozen or restricted funds and assets of the Islamic Republic of Iran fully available for use upon implementation of this Memorandum of Understanding. The Islamic Republic of Iran and the United States of America will mutually agree on procedures regarding the release of these funds during negotiations. Such funds, whether held in the original account or transferred, shall be made available in full for payment to any final beneficiary designated by the Central Bank of the Islamic Republic of Iran. The United States of America undertakes to issue all necessary licenses and authorizations to do so.
12 — The Islamic Republic of Iran and the United States of America agree that an executive mechanism will be established to monitor the successful implementation of this Memorandum of Understanding and future compliance with the final agreement.
13 — Upon signature of this Memorandum of Understanding, and subject to the commencement of implementation of paragraphs 1, 4, 5, 10 and 11 of this Memorandum of Understanding, and the continued implementation of these measures, the Islamic Republic of Iran and the United States of America will begin negotiations regarding the final agreement solely on the remaining paragraphs.
14 — The final agreement will be endorsed by a binding resolution of the UN Security Council.
