Russian President Vladimir Putin stated this Tuesday (23) that Russia is ready to negotiate with Ukraine on certain “basis” for dialogue to take place. These premises, according to him, are the terms reached in the agreements in Istanbul, in 2022, and in Anchorage, Alaska, with US President Donald Trump.

“Russia, as has been said many times, is ready for peace negotiations with Ukraine, ready to do so on the basis of the agreements reached in Istanbul and, remember, initialed by the Ukrainian delegation at the time, which means that everything suited them,” Putin said.

The Istanbul negotiations took place during the first months of the war, in 2022. They resulted in a draft peace treaty that established the impossibility of Ukraine joining NATO and a limitation on the size of its army in exchange for security guarantees.

According to this document, Crimea would de facto remain under Russian rule, and the fate of the Moscow-annexed parts of Donbass would be decided later in negotiations between Vladimir Putin and Ukrainian President Volodymyr Zelensky.

The 2022 Istanbul talks, however, took place before Russia announced the annexation of four Ukrainian regions — Donetsk, Luhansk, Kherson and Zaporozhye — and incorporated them into its Constitution. More recently, Russian authorities have stated that the fundamental condition for stopping the conflict is the withdrawal of Ukrainian forces from the areas they still control in the Donetsk and Lugansk regions.

In this sense, in addition to the terms of the Istanbul negotiations and what was agreed between Vladimir Putin and Donald Trump in Anchorage, Alaska, in August 2025, the Russian leader stated that the “reality on the ground” on the battlefield should determine the conditions for possible dialogue.

Ukraine, in turn, refuses to give up the territories over which it maintains control in the Donbass region and demands a ceasefire as a condition for negotiations. At the same time, Ukraine has intensified attacks on oil refineries and other targets on Russian territory. In particular, Kiev carried out an unprecedented attack on Moscow last June 18, launching around 200 drones against the capital.

Putin comments for the first time on attacks on Moscow

Commenting for the first time on the recent Ukrainian drone attacks against Moscow, carried out last Thursday (18), Putin stated that Ukraine adopted the tactic of attacking Russian civilian infrastructure amid the difficult situation of Ukrainian troops at the front.

According to him, Ukraine is attacking Russia “with a single purpose: to create favorable conditions for itself in the event of the beginning, or, more precisely, the resumption, of peace negotiations, which were interrupted on the initiative of Ukraine, from a supposed position of strength.”

At the same time, the Russian president claimed that the Ukrainian Armed Forces are losing territory and Russia is advancing along the “entire line of contact” in eastern Ukraine.

“What position of strength? This can only be a matter of creating the impression of some kind of position of strength. Because the reality on the battlefield is completely different: our army is constantly advancing,” he added.
