French Foreign Ministers of France, Germany, Italy and the United Kingdom announced on Saturday (8) support to the Arab Gaza reconstruction plan, which provides investments of US $ 53 billion and the permanence of the Palestinian population in the territory.

The proposal, prepared by Egypt and approved by Arab leaders this month, seeks to recover the destroyed infrastructure for 15 months of war, but faces opposition from Israel and US President Donald Trump.

In a joint statement, the European chancelers pointed out that “the plan presents a realistic path to the reconstruction of Gaza and promises to be implemented – a rapid and sustainable improvement of catastrophic living conditions of the Palestinian population.”

European support strengthens the Arab initiative, which emerges as an alternative to Trump’s proposal to vacate Gaza and turn it into a tourist center under US control.

The proposal approved by the Arab countries foresees that an independent technocrat committee assumes the administration of the Gaza range for six months, before transferring governance to the Palestinian authority. Reconstruction will occur in three phases, with the removal of rubble, recovery of basic infrastructure and economic development.

The plan also suggests sending international peace troops through a UN resolution, while Egypt and Jordan will train Palestinian security forces to maintain stability in the territory.

Despite European support, the US government has shown resistance to Arab initiative. State Department spokeswoman Tammy Bruce said the plan “does not meet the expectations” of Washington. On the other hand, Trump’s special envoy to the Middle East, Steve Witkoff, classified the proposal as a “first step in good faith on the part of the Egyptians”, signaling a possible opening for negotiations.

The Arab proposal, however, does not detail the future of Hamas in Gaza. The European statement emphasizes that the group “can no longer govern Gaza or represent a threat to Israel” and reinforces support for strengthening the Palestinian Authority and implementing its reform agenda.

Arab initiative and European support increases the pressure on the United States and Israel, which continue to block negotiations for a definitive ceasefire. While the Arabian plan seeks the reconstruction and stability of the Gaza Strip, the diplomatic impasse and the posture of Washington and Tel Aviv follow as obstacles to the implementation of a lasting solution to the territory.
