President Luiz Inácio Lula da Silva officially officialized on Friday (28), during a state visit to Vietnam, the joint action plan Brazil – Vietnam 2025–2030, along with the president of the country, Luong Cuong. The document marks a new level in the strategic partnership between the two countries and gathers initiatives for cooperation in trade, science, defense, environment and sociocultural integration.

“We adopted a comprehensive action plan for the period 2025-2030, which will help us advance in several areas,” Lula said in an official statement.

The visit is part of a broad diplomatic offensive by the Brazilian government to strengthen relations with emerging socialist economies and reinforce the role of the global south in the reconfiguration of the international order.

During the passage in Hanoi, Lula met the four pillars of the Vietnamese political system: the president, Prime Minister Pham Minh Chính, the President of the National Assembly, Tran Thanh Man, and the Secretary General of the Communist Party, I’m Lam.

Value -added cooperation

The bilateral plan provides for exchange in strategic sectors such as semiconductors, biotechnology, artificial intelligence, renewable energies and industrial digitization. In addition, a memorandum was signed that creates the commercial and industrial cooperation management group, focused on the diversification of the exporting agenda and the strengthening of the industrial capacity of both countries.

“We want to expand the export of higher value-added goods, including aircraft. I hope that Vietnam Airlines positively evaluate Embraer’s offering for E-Jets family jets,” said Lula.

In Hanoi, the executive secretary of the Ministry of Development, Industry, Commerce and Services (MDIC), Márcio Elias Rosa, said that “the expectation is to expand this important cooperation in sectors of high added value” and highlighted the potential of Brazil and Vietnam as “essential actors to strengthen the role of science and technology in promoting social welfare and sustainability”.

Record trade and integration with Mercosur

The visit occurs amid the largest commercial flow ever registered between the two countries: US $ 7.7 billion in 2024. The joint goal is to reach US $ 15 billion by 2030. Vietnam is today Brazil’s main commercial partner at Asean and already receives more Brazilian exports than countries such as United Kingdom, France and Portugal.

“The opening of the Vietnamese market for Brazilian beef will attract investments from Brazil’s refrigerators to make this country an export platform for Southeast Asia,” said Lula.

Brazil provides about 70% of soybean imported by Vietnam and leads pork exports to the Asian country. Recently authorized the sale of leather, kids and chicken feet were also authorized.

“My government is interested in recognizing Vietnam as a market economy. These and other measures will allow us to expand trade and investment flows among our countries,” said the president.

Lula also stressed that the Brazilian presidency of Mercosur, which begins in July, will act to sign an agreement with Vietnam that is “balanced and beneficial for both sides”.

Education, Climate and Brics

The president defended cooperation between universities and research centers, with exchange and innovation programs. The agenda also included joint initiatives to adapt coffee production to the impacts of the climate crisis.

“We are determined to expand our technical exchange to strengthen the resilience of coffee culture,” said Lula. According to him, Vietnam may benefit from the Fund Forests Tropical Forever, proposed by Brazil.

Lula invited Vietnam to participate in the next BRICS summit in Rio de Janeiro and COP30 in Belém. In his speech, he criticized the abandonment of multilateralism and warned of the dangers of the new geopolitical division of the world.

“Although in different ways, Vietnam and Brazil have suffered the effects of the Cold War and know that the best way is that of non -alignment,” said the president.

Diplomacy with socialist symbolism

The agenda in Hanoi included honors to Ho Chi Minh and the Vietnamese martyrs, with deposition of flowers and ceremony in the Imperial Palace. The gesture reinforces historical bonds with a country that is a reference in planned development, with expected growth of 8% in 2025.

“Celebrating the 35th anniversary of the establishment of our diplomatic relations, I hope we continue the trajectory of friendship, mutual respect and cooperation for another 35 years,” concluded Lula.
