US President Donald Trump presented on Monday (29) an immediate ceasefire plan in Gaza, with hostage up to 72 hours, removed phased from Israeli forces linked to the demilitarization of the enclave and the creation of an international transition agency, the “Peace Council” chaired by him.

Beside him, Israeli Prime Minister Benjamin Netanyahu declared support, called the proposal “critical step” to end the war, but conditioned new withdrawals to hamm disarmament and rejected the recognition of a “at this time” Palestinian state. If the group refuses the terms, he said, “Israel will end work alone.”

In the advertised drawing, the truce would begin shortly after accepting the plan, suspended bombing and frozen front lines while organizing the exchange: all Israeli hostages – alive and dead – would return within three days; Then, Israel would release 250 prisoners with life prison and 1,700 Gaza Palestinians detained after October 7, 2023, as well as a proportional exchange of remains.

Trump insisted that “hostages are coming back” within this time and that the process opens “the nearest window” to a lasting peace in the Middle East.

The governance of the territory would be temporary and technocratic. An “apolitical” Palestinian committee, made up of qualified staff and international experts, would assume daily management under the direct supervision of the Peace Council-a collegiate who, according to Trump, would include foreign leaders such as former British premiente Tony Blair and would work with the World Bank to finance infrastructure reconstruction, hospitals and basic services. Hamas would be excluded from any government role.

In the security axis, the plan provides for the destruction of Hamas tunnels and military infrastructure, a process of demilitarization monitored by independent inspectors and an international stabilization force to train and support Palestinian police in coordination with Egypt and Jordan.

Israel would not annex the track and remove “by steps”, maintaining a perimeter of protection “until Gaza is properly safe from a resurgent terrorist threat.”

Netanyahu aligned the script with five principles approved by his office:

  • immediate return of all hostages;
  • Hamas Disarmament;
  • Enclave demilitarization;
  • maintenance, indefinitely, of Israeli security liability with perimeter protection;
  • and installation of a civil administration “neither hamas nor the Palestinian authority”.

The premie reiterated that without a “radical transformation” in the Palestinian authority – end of payments to convicts, review of didactic material, recognition of the Jewish state and abandonment of legal actions against Israel – it should not play a role in Gaza.

The US proposal includes amnesty to Hamas members who depress weapons and the possibility of safe departure to receiving countries. It also states that “no one will be forced to leave Gaza” and that the reconstruction will have as its priority water, energy, sanitation, hospitals and opening of roads, with UN -managed humanitarian aid, crescent red and other entities.

Trump said he had “heard” that Hamas wants a way out and at the same time dug that if rejection, the US will “fully support” Israel to eliminate the group.

After the press conference, a Hamas representative said he did not receive a written document with the terms and will analyze “positively and responsibly” any initiative that leads to the release of all hostages and the total removal of Israeli troops.

In the regional board, the White House announced a Trilateral US-Israel-Catar mechanism to “correct perceptions and avoid new misunderstandings,” after a connection between Trump, Netanyahu, and the Mohammed Bin Abdulrahman al Thani.

According to the Israeli side, the prime minister filed apologies for the attack in Doha in early September and ensured that the episode will not be repeated – gesture that replaces hostage and aid mediation, considered indispensable for any practical advance.

Without opening questions – “While we expect signatures and approvals,” said the president, ”the White House has preserved a maneuver margin, but left open stitches: Disarmament check schedule, composition and mandate of international force, safeguards for civilians and Israel’s effective role in the Peace Council.

In the short term, execution will depend on the response of Hamas, Arab capital capacity finance reconstruction and installation, without a vacuum of power, a technocratic administration that works under external supervision.
