The President of China, Xi Jinping, met this Tuesday (3), in Beijing, with the President of Uruguay, Yamandú Orsi, and announced the expansion of the strategic partnership between the two countries.

During the meeting, Xi reaffirmed Chinese support for Latin American and Caribbean countries in defending their sovereignty, security and development interests, in addition to defending the strengthening of multilateralism in an international scenario marked by tensions and unilateralism.

“China has always valued its relations with Latin American and Caribbean countries and supports the region in defending its sovereignty, security and development interests,” declared the Chinese president.

“We should carry forward the tradition of mutual respect and mutually beneficial cooperation and deepen the comprehensive strategic partnership under the new circumstances,” Xi said during the meeting in the Great Hall of the People.

“The comprehensive strategic partnership between our countries is at its best historical moment,” stated Orsi, highlighting the current stage of bilateral relations.

Orsi’s visit — the first by a Latin American head of state to China in 2026 — comes on the 38th anniversary of the establishment of diplomatic relations between the two countries.

After the conversations in the Great Hall of the People, the leaders witnessed the signing of more than ten cooperation documents in the areas of investment, trade and other strategic sectors.

A joint statement was also released on deepening the comprehensive strategic partnership.

Xi stated that China and Uruguay must strengthen the alignment of their development strategies and expand cooperation in trade, finance, agriculture, infrastructure and information and communication technologies.

The Chinese leader also highlighted the potential for collaboration in emerging areas such as digital economy, artificial intelligence, green development and clean energy, with the aim of boosting economic growth and productive transformation.

Economic cooperation and new technological fronts

China has been Uruguay’s main trading partner for more than a decade. Currently, a quarter of Uruguayan export revenue goes to the Chinese market.

In the meat sector, Uruguayan beef exports to China grew 16% last year, according to data mentioned by the local press. Beijing has also expanded the presence of electric vehicles in the Uruguayan market.

During the meeting, Xi highlighted that the fourth plenary session of the 20th Central Committee of the Communist Party of China approved the guidelines for the 15th Five-Year Plan, which will define the country’s development goals over the next five years.

According to him, the plan will open new cooperation opportunities for international partners, including Uruguay.

Orsi stated that the integral strategic partnership between the two countries is experiencing its best historical moment. The Uruguayan president reiterated his support for the “one China” principle and the “one country, two systems” policy, in addition to defending the expansion of bilateral cooperation to generate concrete benefits for the populations of both countries.
