Mexico has already experienced three major historical transformations: the War of Independence (1810-1821), reforms under the government of Benito Juárez (1858-1861) and the Mexican Revolution (1910-1917). Now, the only Latin American country to have a border with the United States (USA) is grappling with the 4th Transformation.

This is how former Mexican president Andrés Manuel López Obrador named the cycle of changes that began during his government (2018-2024). His successor, Claudia Sheinbaum, continues the movement, despite growing pressure from United States President Donald Trump. Militarization of the border, siege of migrants and tariffs on Mexican exports are among the White House’s hostile actions.

In the opinion of deputy Luis Armando Díaz, from the Labor Party (PT) of Mexico, the president’s high profile is essential to resist North American attacks. “Transformation only advances because we have Claudia Sheinbaum as president of the Republic”, says the parliamentarian. “She is a woman of integrity, firm, who does not shy away or bend in the face of clashes with the USA – and who has put her foot forward to defend our sovereignty in all its terms.

In the 2024 presidential elections, Sheinbaum – who is from Morena (National Regeneration Movement) – had the support of the PT and PVEM (Green Ecologist Party of Mexico). The three parties launched the Together We Will Make History coalition, which received the most votes in 31 of the 32 Mexican states and elected 364 deputies (out of a total of 500 seats in the Chamber), in addition to 83 senators (out of 128).

“We have a qualified majority in Congress to promote constitutional reforms that allow the country to truly rebuild itself and for Transformation to not just be a slogan – but a project for the nation. In this new legislature, we made 22 constitutional reforms”, highlights Luis Armando.

The parliamentarian spoke to the Red Portal during his recent visit to Brazil. From October 16th to 19th, he participated in the 16th PCdoB Congress, in Brasília. His party, the PT, with a socialist and Maoist orientation, has 49 deputies in Mexico. Check out excerpts from the interview.

Red Portal: How does the Labor Party assess the role of the 4th Transformation in reducing social inequalities in Mexico? What were the main advances during this period?

Luis Armando: We have progressed very well with the 4th Transformation project. We have a qualified majority in Congress to promote constitutional reforms that allow the country to truly rebuild itself – and for transformation to not just be a slogan, but a nation project. In this new legislature we made 22 constitutional reforms. The most important one guaranteed that the Judiciary is elected by the people. Now, the Executive Branch, the Legislative Branch and the Judiciary Branch are elected by the people, they already emanate from the popular will. This, for us, means a great advance because justice in my country will truly serve the people of Mexico.

Red Portal: What other reforms do you consider most relevant?

Luis Armando: We managed to recover the railway lines. We have been working to recover 100% of Petróleos Mexicanos (Pemex). During the neoliberal government, they did everything they could to abandon it and privatize Mexican oil, as well as the Federal Electricity Commission. We reformed the Constitution so that indigenous and Afro-Mexican communities have constitutional recognition. We are trying to repair the historical debt with indigenous and Afro-Mexican communities.

Red Portal: How are you dealing with the opposition, with pressure from Mexican elites?

Luis Armando: Since Andrés Manuel (Worker) Assuming the Presidency of the Republic, he dedicated himself to strengthening the popular economy – and this makes Mexico stronger. Liberals think that if the rich are doing well, a country’s economy is doing well, which is completely wrong. It is necessary to strengthen the popular economy, self-consumption, the importance of our families having an income higher than inflation. It’s what makes us stronger little by little.

The right in Mexico resists, there are some media outlets still with them, which are detractors of the 4th Transformation project. However, there is an exercise that President Claudia Sheinbaum does, which is the “People’s Mornings” (“Mañaneras”). Every day, she is in conference with the press from 7 am and thus sets the country’s political agenda. This is important because Mexicans are informed and we can understand that everything the right says is the usual lies, it is the usual incendiary speech, but it is very far from being what suits the people of Mexico or what the people of Mexico want.

Red Portal: How does the PT assess the expulsion of Mexican migrants from the US and what measures does it propose to protect rights amid these bilateral tensions?

Luis Armando: Policies aimed at recognizing the full rights of immigrants are the order of the day. On September 15th, when Mexico’s Independence is celebrated, it is tradition for the president to go out on the presidential balcony and shout for Mexico’s independence. For the first time in history, Claudia Sheinbaum shouts: “Long live the migrants, long live the Mexican migrants!”

The Mexican government has implemented some programs to receive and assist migrants who are deported and return to the country. We are convinced that we have to continue fighting for migrants.

Red Portal:What is the party’s position on US economic and trade sanctions against Mexico?

Luis Armando: Our President of the Republic knew how to overcome this situation and defend Mexico on trade issues, as well as the relationship we have with the USA. We remain firm in our defense that Mexico must be respected and that the Free Trade Agreement between Mexico, the United States and Canada must be reviewed, but we must ensure that Mexico continues to grow commercially.

When the US threat arises, many in the private sector support our president. This, in some way, leaves the right without speech. Obviously, we are always at the forefront – especially because we can’t expect much from the USA.

Red Portal: What strategies does the Labor Party propose to strengthen Latin American unity in the face of the new proposal for global multipolarity?

Luis Armando: The Labor Party has been holding the international seminar “Political Parties and a New Society” for more than 30 years, which has become a very important forum of expression for all left-wing, socialist and communist organizations, not only in Latin America, but throughout the world. The confluence of so many left-wing forces, political parties, organizations and fronts makes us think that we are on the right path. We must implement strategies and actions that allow for the unity of all left-wing organizations in the world.

We condemn the aggression and genocide in Palestine by the State of Israel. We condemn the US threat to declare war on Venezuela. We continue to promote an international policy that allows us to continue in unity against imperialism. We are a party that fights against imperialism and inequality. We follow the principle of a great Mexican hero, Benito Juárez, who said: ‘Among nations and between individuals, respect for the rights of others is peace.” We are a party that goes in this direction and we are, of course, always firm in defending the right of people to decide their form of government. And we are very, very convinced that the best path there can be for a country is socialist ideology.
