In November, Lula celebrated 37 commitments signed with China with President Xi Jinping. The historic visit by the Chinese opened up a series of opportunities for the countries.
In this sense, a virtual work meeting on Saturday (21) brought together:
- the Minister of the Civil House of Brazil, Rui Costa;
- the president of the New Development Bank (NBD), Dilma Rousseff;
- the director of Monetary Policy at the Central Bank (next president), Gabriel GalĂpolo;
- the executive secretary of the Civil House, Miriam Belchior;
- the Secretary of Economic Policy of the Ministry of Finance, Guilherme Mello;
- the minister of China’s National Development and Reform Commission, Zheng Shanjie;
- Ambassador Zhu Qingqiao; among ten other Chinese authorities, including vice ministers and heads of ministry departments.
Two task forces are expected to be established in 2025 in the Cooperation Plan signed by Costa and Shanjie in Brazil. One to execute the financial cooperation axis, hence the presence of Dilma as president of the “Brics Bank” to expand partnerships and the Finance and BC teams, and another task force to deal with infrastructure, production chains, ecological transformation and energy transformation and strategic technologies, according to information from the Civil House.

As Minister Rui Costa explained, efforts are dedicated to structured initiatives such as: New PAC, the New Industry Brazil Plan, the Ecological Transformation Plan, the South American Integration Routes Program – which will be references for Brazilian proposals.
The meeting, in this sense, began the identification and details of partnerships. From now on, the ministries participating in the projects will be involved in the meetings, coordinated by the Civil House. By February, the list of Brazil’s priority projects will be delivered to the Chinese government.
This movement highlights the importance of the Brazil-China partnership, mainly in financial and technological cooperation, based on sustainable development, implementing what President Xi Jinping stated in an article: It’s time for us to sail (Brazil and China) together under full sails.
